3F and Hilfr

What does it mean that Hilfr has a collective agreement with 3F?

In 2018 Hilfr signed the first collective agreement between a digital platform and a trade union in Denmark. It was signed with 3F Privat Service, Hotel og Restauration, and since 1 September 2024 every cleaner on the platform is covered by it. It means the person cleaning your home is an employee with an agreed floor under their hourly wage, pension, holiday pay and sickness benefit — not self-employed and not a freelancer.

What does the agreement give the cleaners?
A collective agreement is not a label but a deal with contents. This is what it gives the person who cleans your home:
- DKK 180.00A floor under the hourly wage
- Cleaners set their own hourly wage, and the agreement puts a floor under it at DKK 180.00 an hour. The floor applies to the WAGE — it is not a price Hilfr requires of the customer.
- 12.15%Pension
- 12.15% of the hourly wage is paid into a pension, on top of the wage.
- 12.5%Holiday pay
- 12.5% of the hourly wage accrues as holiday pay.
- 5 DKK/hourSickness benefit and parental leave
- 5 DKK per hour worked goes to the sickness and parental-leave scheme, so time off sick is not simply lost income.
- Employment, not brokerage
- Hilfr is the employer. Income tax is withheld, a digital payslip is issued, and the cleaner has an employment contract — with the notice periods and rights that come with it.
- Rules for artificial intelligence
- The current agreement is the first in Denmark to regulate a platform's use of artificial intelligence: how algorithms may take part in distributing work, and what the cleaner is entitled to be told.

How did the collective agreement come about?
From pilot scheme to full collective agreement — and to a deal that today covers the 658 cleaners who have cleaned through Hilfr.

Hilfr becomes the first digital platform in Denmark to sign a collective agreement with 3F — a world first for the platform economy.

The agreement is renewed and improved year by year in close cooperation with 3F Privat Service, Hotel og Restauration.

From 1 September, all cleaners on the platform are covered by the full collective agreement — the freelance model is completely phased out.

What does it mean to be employed by Hilfr?
In the platform economy, most gig workers have no rights. At Hilfr, every cleaner is an employee — with a real employment relationship and everything that comes with it:
An employment contract from day one
Every cleaner gets a real employment contract — the paperwork is in order, in black and white.
A digital payslip every month
Wages are paid monthly and tax is reported automatically. No grey areas.
Pension, holiday pay and sickness/parental supplements
Earned on every single hour — just like at any other decent workplace.
Insured while working
Both the cleaner and the customer are covered by Hilfr's insurance with IF.
