What is Hilfr?
Hilfr is a Danish platform where private households book cleaning help directly with a cleaner employed under a collective agreement with 3F. In 2018 Hilfr signed Denmark's first agreement between a digital platform and a trade union, and since 1 September 2024 every cleaner on the platform is covered by the full agreement. Cleaning costs from about 387 DKK per hour including VAT, and 58% of that goes to the cleaner.

Collective agreement with 3F
Denmark's first platform collective agreement, signed in 2018. All cleaners are employees — not loosely attached freelancers.
Pay, pension and holiday pay
Cleaners set their own hourly wage, and the agreement puts a floor under it at DKK 180.00. On top come pension, holiday pay and sickness benefit, with a digital payslip.

The cleaning in your home is covered by Hilfr's insurance — you don't have to use your own contents insurance if something breaks.
ID-verified cleaners
Everyone uploads photo ID when creating a profile — so you know who you are letting in.
You pay after the cleaning
Your card is saved without a charge. About two days before the cleaning the amount is reserved, and only about two days after is it charged — if the cleaning does not happen, you pay nothing.
Reviews from real bookings
A review can only be written by a customer after a completed cleaning — and it stays openly on the cleaner's profile, the good ones and the less good alike.
Why does Hilfr exist?
Hilfr exists because private cleaning in Denmark effectively had two exits: the black market, where neither the customer nor the cleaner is covered by anything at all, or a cleaning company, where the price is high without the money necessarily reaching the person doing the work. Neither is a good deal for anyone involved.
The busy family and the pensioner face the same problem: the market is hard to see through, and it is close to impossible to know whether the person you let into your home is insured, pays tax and is paid properly.
Hilfr is the answer to that: one platform where the employment, the tax, the insurance and the price are settled up front, and where you pick the person yourself rather than being assigned one. You can see the hourly wage, you can see what is added on top, and you can see how much ends up with the cleaner — 58% of what you pay.
It is also why we went to 3F rather than waiting for someone to demand it of us. A platform that lives off other people's work should be able to answer what that work is worth.

What does it mean that the cleaners are employees?
Cleaners being employees means Hilfr is the employer, with everything that entails: income tax is withheld, pension is paid in, holiday pay accrues, and sickness benefit is paid. The cleaner receives a digital payslip, just as in any other job. As a customer you have nothing to report and nothing to handle beyond the bill.
That is the decisive difference from a listings platform. There, the person cleaning is self-employed and carries tax, insurance, sickness and pension alone — and the price looks lower precisely because those costs are not counted. At Hilfr they are counted in the hourly price from the start.
Until 1 September 2024 it was possible to work on the platform as a freelancer alongside the employees. That model is fully phased out — today everyone on the platform is employed under the full agreement.
658 cleaners have completed at least one cleaning through Hilfr. They are who the arrangement is for.
How did Hilfr come about?

Hilfr is founded
Hilfr starts in Copenhagen with one goal: to make private cleaning safe, professional and responsible — with decent conditions for the people doing the work.
- 2018
Denmark's first platform collective agreement
As the first digital platform in the country, Hilfr enters into a collective agreement with 3F. It is signed in the presence of the prime minister, the director general of the Confederation of Danish Industry and 3F's president — and is read as world news for the platform economy.
- 2018–2023
Renewed and improved year after year
The agreement runs as a pilot scheme and is strengthened continuously together with 3F Privat Service, Hotel og Restauration — more rights, without the flexibility disappearing for either customers or cleaners.
- 2024
Full collective agreement for everyone
From 1 September, all cleaners are employees under the full collective agreement. The freelance model is phased out entirely — a floor under the hourly wage of DKK 180.00, pension and holiday pay for every hour, with a digital payslip.
- 2025–28
The agreement on artificial intelligence
The current agreement is the first to regulate the platform's use of artificial intelligence — how algorithms may take part in distributing work, and what the cleaner is entitled to be told.
